Icon Help Needed

I guess this is actually a request to hils as she is the icon wizard. Or anyone who can help.

I'm trying to upload a new icon but LJ tells me the file is too large. I've tried resizing it, decreasing the image quality, saving it in different file formats etc but LJ is having none of it. What am I doing wrong? It's an image I've manipulated quite alot, will this effect the file size?

I'm getting most irritated. Help!
